1. Organizational Location
The post of Driver is located in UNFPA Kasulu Field Office and reports to the International Operations Manager/ Operations Specialist and to the UNFPA Inter-Agency SRH Coordinator based in Kasulu.
2. Job Purpose
The SRHR Coordinator provide support to the country office in providing technical assistance, monitoring and supervision of humanitarian-funded UNFPA reproductive health partners, building coalitions with other organizations working in the Nyarugusu, Nduta and Mtendeli refugee camps and Burundian refugee’s sites elsewhere in Kigoma region. He/she will also provide coordination and oversight of a UNFPA component of the UN joint programme to improve human security in Kigoma region.
3. Major Activities/Expected Results
• Drives for UNFPA officials and staff. Ensures provision of reliable and safe driving services by:
a) Driving office vehicles for the transport of UNFPA staff, officials and visitors and delivery and collection of mail, documents and other items, and
b) Meeting official personnel and visitors at the Kigoma airport to the UNFPA field offices in Kasulu and Kibondo.
• The driver will be in charge of security matters, including knowledge of the security situation in the field, obtain security clearance for field missions when necessary, organize police escort in liaison with UNHCR field security associate/ focal person when necessary, organizing the payment/in kind reimbursement of fuel to the security officers, and documentation and reporting on the movements/fuel reimbursements to the field OIC and Operations Manager.
• The driver will ensure functionality of, and maintain and operate security equipment for the vehicle, including radio systems, winch, fire extinguisher and first aid box.
• Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
• Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes and water levels, car washing, etc so that the vehicle is kept clean and in good running condition at all times.
• Ensures proper use of vehicle maintenance plans and assistance in preparing vehicle history report.
• Ensures availability of all the required documents/supplies including vehicle insurance, vehicle registration, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle.
• Ensures that the steps required by rules and regulations are taken in case of involvement in an accident.
• When necessary, translates in local language for the head of the office and/or official personnel using the car.
• Assists office staff in filing, photocopying and maintaining stores when required. Assists in the mailing and distribution of newsletters and publications as required.
• Performs other tasks as assigned by the supervisor.
4. Work Relations
Internal contacts with UNFPA staff and visiting officials. Collaborates with other drivers in the country office and in the field.
External contacts relate to pick-up and deliveries and arrival/departure formalities. May collaborate with other UN Agency Drivers for major functions. Interacts with national and international partners in carrying out his/her duties
5. Job Requirements
Education: Completed Secondary Level education.

• Valid driver’s license
• Three years work experience as a driver in an international organization, embassy or UN system with a safe driving record.

Since 2011 UNFPA have been implementing interventions to address sexual and gender based violence; promote reproductive and maternal health in refugee’s camps in Kigoma. Since the beginning of the political crisis in Burundi that was followed by influx of Burundians refugees to Tanzania in April 2015, UNFPA has worked with national and international partners to support the provision of Minimum Initial Service Package (MISP) for reproductive health and ensuring prevention and management of survivors of SGBV. The incumbent will be stationed in Kigoma (at UNHCR office premises) and on a day to day, will coordinate implementation of UNFPA supported interventions in Nyarugusu, Mtendeli and Nduta refugee camps. He/she will also provide coordination and oversight of a UNFPA component of the UN joint programme to improve human security in Kigoma region. The incumbent will be under the direct supervision of the Assistant Representative.

Partnerships and Coordination
• Work closely with Implementing Partners to ensure the timely implementation of humanitarian work plans and identify and address any barriers to implementation.
• Participate in the Health and Protection Sub-Working Groups and ensure the integration of RH and SGBV priorities into humanitarian response plans and implementation.
• Liaise with the RH and SGBV staff from other agencies and organizations, including government, national and international NGOS and women’s groups to ensure coordinated response to the RH and SGBV concerns or gaps identified.
• Under the direction of the Deputy Representative and the direct supervision of the Assistant Representative, provide substantial input to develop a comprehensive RH and SGBV programme including referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.
Technical Leadership
• Provide technical support in relation to RH and SGBV in the preparation of Regional Response Plans, CAP, Flash and other appeal processes and documents.
• Work with relevant partners to develop and/or revise training materials according to local context and implement relevant training sessions on The Minimum Initial Services Packages (MISP) and Clinical Management of Rape (CMR), for different humanitarian actors.
• Provide technical input to the development of relevant advocacy and policy documents to address the RH and SGBV in the context of broader gender inequality issues.
• Arrange for the capacity building of partners to provide comprehensive RH and SGBV support services
Monitoring and Evaluation
• Identify opportunities for UNFPA assistance and intervention
• Develop a plan of action and timetable for all monitoring activities to be undertaken
• Carry out regular visits to sites and to health units and service delivery points, to check the main needs and to ensure that partners are implementing high-quality programmes to respond to the RH and SGBV needs of the affected population
• Closely working with the UNFPA Humanitarian focal person and the UNFPA Monitoring and Evaluation Officer, develop appropriate checklists/ monitoring tools in coordination with the implementing partners
• Work with the UNFPA Humanitarian Focal person to prepare and submit forecasting and preparedness needs.
Administrative and Miscellaneous Duties
• Contribute to regular UNFPA CO Situation Reports
• Work closely with Operations staff members to ensure that activities are implemented within the allocated budgets. Alerts in case of deviations.
• Regular follow-up with IPs on the timely submission of financial reports (FACE). Assist in budget revisions when needed.
• Write monthly work plans, monthly reports and other reports as needed or requested.
• Provide UNFPA with stories and anecdotes to be posted in newsletters, websites, press releases, and other visibility tools
• Assist in writing proposals and engaging in other fundraising efforts to support the CO Refugees Response Plan
4. Job Requirements
• An Advanced University Degree in public health, family health, health research, global/international health, health policy and/or management, environmental health sciences, socio-medical, health education, epidemiology or other health related sciences is required.
• A minimum of 4 years of professional experience in humanitarian planning and management and/or in relevant areas of health care, health emergency/humanitarian preparedness, in a developing country is required. Relevant humanitarian field experience and having worked in any UN system agency or organization is an asset.
• Fluency of the local language of the duty station as well as proficiency in English.
